How the programme is actually run
The institutional side decides outcomes more than any marketing claim: who holds the discretion, which regulations changed last, and how files are examined.
We set out the operator, the statute, the fee structure and the register of agents, so a firm can be checked before anything is transferred to it.

Vanuatu has one of the world's fastest citizenship by investment programmes. It allows foreign nationals to get a passport simply by making a significant financial contribution. The main route is the Development Support Programme (DSP), with its minimum non-refundable donation of US$130,000 for one person. It's all perfectly legal, established under Vanuatu's Citizenship Act [CAP 112] and run exclusively through designated agents.
Speed is the programme's calling card. But its travel power has faded. The European Union revoked Vanuatu's visa-free travel status on 4 February 2023. Then the United Kingdom imposed its own visa requirements on 19 July 2023, citing security worries over the programme's background checks. As of 2026, the passport provides visa-free or visa-on-arrival access to roughly 88 countries, but this no longer includes the Schengen Area or the UK.
What Are the Investment Options for Vanuatu Citizenship?
The only truly established path to citizenship is a direct financial contribution to a government fund. While the government has floated other ideas, the Development Support Programme remains the sole, reliable route for investors.
The Development Support Programme (DSP)
The DSP involves a non-refundable contribution to a government fund that supports the nation’s infrastructure and economic growth. Simple. Straightforward. This is the path most people take. It's governed by the Citizenship Act [CAP 112] and its regulations. You must apply through a designated agent, who will be your guide and intermediary with the Vanuatu Citizenship Commission.
Are There Real Estate or Bond Options?
Vanuatu has, in the past, announced other ways to invest, like a Real Estate Option (REO) and a bond-focused Capital Investment Immigration Plan (CIIP). Yet, as of 2026, the DSP donation model is the only reliably processed option. The legal framework for these alternatives is shaky at best. Because of this uncertainty, the DSP remains the focus for most applicants and agents. Be very cautious of any offers that stray from the well-defined DSP structure.
How Much Does the Vanuatu Citizenship by Investment Programme Cost?
The total cost is more than just the donation; you also have to pay several mandatory fees. Still, Vanuatu's minimum investment is currently lower than what you'd find in the Caribbean. Their programmes saw minimums jump to US$200,000 after a multi-state agreement on 20 March 2024.
The Minimum Investment Contribution
Your baseline cost is the non-refundable donation to the Development Support Programme (DSP). The price tag goes up with each dependant you add to your application.
- Single Applicant: US$130,000
- Main Applicant + Spouse: US$150,000
- Family of 3 (applicant, spouse, one child): US$165,000
- Family of 4 (applicant, spouse, two children): US$180,000
For each additional dependant, expect to pay more.
Additional Mandatory Fees
On top of the main contribution, applicants must budget for other non-refundable costs. Without these, your application goes nowhere.
- Due Diligence Fee: Right at the start, you'll pay a mandatory US$5,000 fee to the Vanuatu Financial Intelligence Unit (FIU) for background checks. If you fail the check, or withdraw your application, this money is gone—it's non-refundable.
- Application & Agent Fees: You will also be charged government application fees and your designated agent's processing fees. These cover the agent's work in preparing, submitting, and managing your entire file.
- Passport & Certificate Fees: Once approved, there are small administrative fees for issuing the citizenship certificate and the physical passport.
What Is the Application Process and Timeline?
The whole process is built for speed, often taking just a few weeks from submission to passport in hand. You cannot apply directly; a designated agent must manage everything for you.
Step 1: Engage a Designated Agent & Initial Checks (Week 1)
First, you must choose and formally hire a government-approved designated agent. The agent will run a preliminary check on your profile to spot any red flags early on and will help you start gathering the necessary documents.
Step 2: FIU Due Diligence Clearance (Weeks 2-3)
Your agent submits a preliminary application to the Vanuatu Financial Intelligence Unit (FIU), along with your US$5,000 due diligence fee. The FIU then runs a thorough background check. A successful check yields an FIU clearance letter, which is the key to proceeding with the main application. If this step fails, the entire process halts.
Step 3: Full Application Submission (Week 4)
With FIU clearance secured, the agent submits your full application package to the Vanuatu Citizenship Commission. This includes all forms, certified personal documents, and detailed proof showing the legitimate source of your funds.
Step 4: Citizenship Commission Approval (Weeks 5-6)
The Citizenship Commission's Screening Committee reviews your file. If everything is in order, the Commission issues an 'Approval in Principle' letter. This is a critical milestone: it confirms you've been approved for citizenship, provided you make the full investment.
Step 5: Investment and Oath of Allegiance (Weeks 7-8)
After getting the approval letter, you must transfer the full donation amount. Once the government confirms receipt of the funds, you are scheduled to take an Oath of Allegiance. This can often be done remotely over a video call or at a Vanuatu consulate. After the oath, your citizenship certificate is issued, and your new passport is printed and sent to you.
Who Is Eligible to Apply for the Programme?
The programme has straightforward criteria for applicants and their families, but it also has firm restrictions on who can apply based on nationality.
Main Applicant and Dependant Requirements
The main applicant must be over 18, have a clean criminal record, and prove their investment funds were acquired legally. You can include these dependants in a single application:
- Your legal spouse.
- Dependent children who are under the age of 25.
- Dependent parents over the age of 50.
Crucially, all dependants aged 18 and over are not exempt from scrutiny; they must also undergo and pass the FIU's due diligence checks.
Restricted Nationalities
Vanuatu's programme is not open to everyone. While the official list can change, applicants from countries like Iran, Iraq, Syria, North Korea, and Yemen are generally not eligible to apply. These rules are tied to Vanuatu's foreign policy and international security agreements.
Does Vanuatu Recognise Dual Citizenship?
Yes. The Citizenship Act [CAP 112] fully permits dual citizenship. You are not required to renounce your original citizenship to become a citizen of Vanuatu. This allows you to hold multiple passports and enjoy the benefits of each nationality.
What Are the Key Benefits and Recent Challenges?
While Vanuatu citizenship offers unique advantages in speed and tax, its value as a travel document has been seriously compromised by recent international decisions.
Primary Benefits of Vanuatu Citizenship
- Speed: It is still one of the fastest citizenship by investment programmes on the market, with processing times that can be as short as a few months.
- Simplicity: The process is refreshingly direct. No language tests. No residency requirements. Not even a mandatory visit to the country.
- Tax Environment: Vanuatu is a tax haven. It has no personal income tax, wealth tax, inheritance tax, or capital gains tax. But remember, holding citizenship doesn't automatically make you a tax resident. For that, you would typically need to live in the country for a significant part of the year.
Recent International Challenges
The programme's biggest problem is the loss of visa-free travel to major global hubs, which has gutted the passport's mobility power.
- EU Visa-Free Access Revoked: On 4 February 2023, the Council of the EU suspended visa-free travel for all Vanuatu citizens, citing security concerns with the CBI programme's vetting process.
- UK Visa Requirement Imposed: The United Kingdom did the same, imposing a visa requirement on all Vanuatu nationals from 19 July 2023 for similar reasons.
- Reduced Travel Freedom: The result? The Vanuatu passport now offers visa-free or visa-on-arrival access to about 88 destinations, a steep drop from its former strength. While it still gets you into places like Hong Kong and Singapore, losing the EU and UK was a major blow to its ranking.

Frequently Asked QuestionsHow much does it cost to become a citizen of Vanuatu?
The minimum cost is a US$130,000 non-refundable donation for a single applicant, plus a mandatory US$5,000 due diligence fee and other administrative charges. For a family of four, the donation increases to US$180,000, plus additional fees for due diligence and processing.
Which country is the easiest to purchase citizenship in?
"Easiest" depends on what you value most. In terms of sheer speed and lack of residency rules, Vanuatu is a top contender. However, if your priority is travel freedom, Caribbean programmes like St. Kitts & Nevis or Grenada offer better access, though their processes are now more expensive.
How to apply for residency in Vanuatu?
Applying for residency is a completely separate process from the citizenship programme. It requires an application to Vanuatu Immigration Services for a residence permit. These are typically granted based on local employment, a significant business investment in the country, or providing proof of independent wealth to support yourself without taking a local job.
Can Americans live in Vanuatu?
Absolutely. US citizens can live in Vanuatu, but the right path depends on your goals. You can enter as a tourist for short stays or apply for a long-term residence permit for something more permanent. For those seeking a deeper connection, Vanuatu's dual citizenship policy is a game-changer. It means an American can become a citizen through investment without having to surrender their US passport—a key detail, as the U.S. has strict tax and reporting obligations for its citizens, regardless of where they live.
